ListScanLatencyEstimatorTest.EstimateVsActualLatency has recently been failing tests occasionally on GitHub, but not locally
The latency estimator should give stable and accurate latency predictions so this could indicate a new issue with the estimator.
It also could be an issue with the github test runners giving inconsistent performance. The fact that this test has been fine locally indicates that this is likely.
