prefix `#e` for numbers not working as expected

Hello!

The #e prefix doesn't seem to work correctly:

#i2/3   => 0.6666666    (correct)
#e1.223 => 1.223        (should have been 1223/1000)

(Section 6.2.5 of R7RS, third paragraph)
