titlebot: how to handle multiple users from the same host?

Observed behaviour:
User1@Host interacted with the titlebot
User2@Host (even if registered at NickServ) is denied from interacting because the Host is the same.

User1 is just a bot and User2 sometimes likes to play around with it. The titlebot denies User2 from access to prevent double voting. Maybe User2 should (because he is registered at NickServ) override User1?

Actually, the description above is incomplete. The questioned behaviour happens if both User1 and User2 are authenticated. The same happens if neither of both users is authenticated, no one precedes the other and the first one is accepted.

The fundamental question is: Should multiple users from the same host be allowed (opening an easy opportunity to manipulate votings) or not?
