PSA: Use Element Internals Polyfill for iOS and Safari under 16.2

The Material Web uses attachInternals which is not available for Safari (including iOS) until 16.2 (March 2023). As far as I can test, with this polyfill, it can run well as early as iOS 15.2. I cannot get any simulator earlier than this version.
