Comms status indicator showing "likely underwater" with vehicle in cell #476

Describe the bug
If a vehicle has cell, it's almost certainly on the surface. Showing "likely underwater" is confusing/misleading.
This is a little more complicated than just a bug, because if a vehicle has comms on the dock, it might be underwater but look like it has "cell"? So it's not completely correct to say that a vehicle with cell certainly must be on the surface. Not sure what to do about this edge case, but even just not handling it seems better than the current state.
To Reproduce
Steps to reproduce the behavior:
- Find vehicle that is communicating over cell, but without recent sat comms
- See that lefthand indicator shows "likely underwater".
Expected behavior
"Likely on surface", probably? Surface indicator should be both comms methods OR'd?
