Cancelled requests shown as pending

Describe the bug
Cell requests can be cancelled if they haven't been acked by the vehicle or timed out. Cancelled requests are shown as "waiting to transmit" in the comms queue.

To Reproduce

1. Send a cell-only command
2. Immediately cancel it

Expected behavior
Shown in comms queue as cancelled
