BUG: Ctrl + Mouse wheel up does not rotate token if a "Rotation Offset" is set

This is a weird bug, but Ctrl + Mouse Wheel Up has funky behavior if a token has a "Rotation Offset" set with this module. Certain offsets, such as 5, seem to be OK, but a 15 or 20 results in no rotation. Very strange bug!
