Tokens not owned by players cannot be shown in Party Overview

Tokens not owned by players -- or owned only by the GM -- cannot be shown in Party Overview.

I have been unable to test if this module works correctly with players users -- only myself, as GM.

I want to be able to arbitrarily choose which actors are in "the party," separate from ownership and permissions.

Versions:

• Foundry v12 Stable, build 331
• System: Pathfinder Second Edition 6.10.2
• Party Overview 2.18.4

Edit: I have just now learned that the system (PF2e) has its own "Party Sheet" that takes the same role as Party Overview. While I am no longer personally affected by this issue, it does remain an issue.
