When resource is lower in a host, we need to automatically lock launches to those regions

we automatically lock a location if multiple launches failed due to low on resources. & We automatically unlock it when the provider adds new hardware through OBC to that location.

I think the scheduler in OpenNebula handles resource allocation in hosts.
