If a native library has a dependency that is bundles as part of a nuget package the dependency fails and thus the nativelibrary fails to load

I have a package containing runtime folders with two native assemblies, the first relies on the second but only the first is loaded with the full runtime path. The second library is only searched withing the PATH directories
