External seed changes arent applied automatically

Changes made to https://github.com/meltano/internal-data/tree/main/data/seeds arent automatically applied right now. Seeds are applied as part of CI deployments in this repo. So if the internal-data seeds are updated we dont automatically get that data refreshed.

We need to regularly run seed or have a way for internal data to kick off a seed job when its updated.
