https://github.com/metalbear-co/operator/pull/604 introduced imposing concurrent agent limit on an operator session. We should use at most 1 agent in two cases:

  1. mirrord port-forward without reverse port-forwarding
  2. mirrord vpn

We only need one agent in these cases
