Fail to start netbsd-arafura, no /sbin/init

Is here the right place to ask questions? I cannot boot arafura when following the steps:

1. make bootcd
2. make qemu
   The qemu starts and netbsd-arafura kernel goes. But soon an error occurs.

exec /sbin/init: error 2
init: trying /sbin/oinit
...

The errno 2 seems to saying /sbin/init is missing. Then I check the directory obj/bootcd/cd. It shows only 5 files:
boot boot.cfg miniroot.kmod netbsd test.wav

There is no sbin directory at all. I do find it in obj/destdir.i386/. It is not added to the cd.iso. I think that's why it is missing.

What's wrong here? How could I fix it? Thank you very much.
