The list of stations in station_list.csv is used to retrieve obs data and by the neighbour-finding cli in improver. Currently the column names don't match what's needed for these functions. We need to either modify the column names in station_list.csv, or change code for obs retrieval and neighbour-finding.

The neighbour-finding cli takes optional arguments that allow the user to specify the name of the x and y columns, so that can work with any column names. Therefore we decided to modify the column name of station_list.csv to match what's expected by the obs retrieval code.
