Unable to extract metis-4.0.3

I am unable to extract metis from https://github.com/mfem/tpls/blob/gh-pages/metis-4.0.3.tar.gz.
When I download the file, I get a text file the wget command says the file is a long text file.

You need to use the link to the "raw" version of the file:
