Add some basic process documents to the project

Provide enough quality standards to cover current work. Base this on my object oriented quality process.

Some key concepts:
All tasks must have a quality standard assigned before any work is done on them.
The person doing a task can write an alternative process standard if no current standard is suitable.
Lightweight but pervasive.
