Just curious if the referenced code is supposed to set these limits to any static files on the system? Or if the settings were intended to only be controlled by the user when the service starts up from /etc/init.d/cassandra?
It would appear that OL7.9 would expect something like /etc/systemd/system/multi-user.target.wants/cassandra.service.
Where as OL6.x might expect /etc/security/limits.d/cassandra_limits.conf
