Steps to reproduce the bug

Some machine configuration flows on the machine configuration page support environments and some do not.
Setup an environment offers configurations for a remote environment but clone a repository, install application, and configuration file all do not.

Expected result

Configuring local and remote environments should be consistent. Users should express a gesture they want to execute and then select where they want to execute that ... locally or remote. So local and environment flows here should be converged.

@acangialosi I see the point you're making here. We could have an experience where instead of "Set up local" and "Set up an environment", there is simply a "set up a machine" which has consistent flows regardless of the type (local vs remote). This would eliminate the bifurcated experience and could simplify it for users and UX/UI. @pehammer thoughts?
