Vcpkg and Nuget apikey

Given the config below, Nuget can read from the source. However when pushing packages to AZ Artifacts, it fails with the following error:

No API Key was provided and no API Key could be found for 'https://pkgs.dev.azure.com/org/_packaging/40de68d8-aa18-48e5-8a09-15a2e9ec840f/nuget/v2/'

The message makes sense, considering that's not the feed that is configured. But where does it come from? Even if I add this feed to the config, it gives the same error.

Any suggestions on how to get past this?

Turns out the docs have a bad example, apiKeys vs. the correct apikeys. PR to fix: microsoft/vcpkg-docs#363
