Description of the new feature/enhancement

After being in the Solus Community for a while. I wanted to suggest adopting their method of user contributing to the repository. They seemed to have really worked out how to have an active user contribution, while still maintaining quality. -- Also looking into how their package manager itself works, you might be able to derive some good inspiration.

This will create a portal for users and Microsoft maintainers to work together to build out the repository with relative ease.

When it comes to open source software, building it in isolation like their solbuild tool could also help a lot with the quality of the repository.
