Missing `py.typed` in 7.2.{16,17} builds on PyPI

The py.typed file appears to be missing in the build available at https://pypi.org/project/minio/7.2.16/#files which informs Mypy that the library has typing annotations. It was present in the 7.2.15 release.

I confirm: version 7.2.16 fail to validate with Mypy, 7.2.15 is ok.

Oddly, I did a local build using the 7.2.16 sources on PyPI and the only difference between the contents of the wheels was that my local build did end up with a py.typed file.

This issue also exists in 7.2.17 which was recently released.
