Needs to be done when Firefox ships 58, since setting cookies works in 55, is broken in 56, and works in 57 (the latest as of this writing).

Looks like this will be sometime after 1/16/18: https://wiki.mozilla.org/Releases/Firefox_58/Test_Plan
