Add built-in interactive terminal FileReviewer

Along the (relatively new) automatic FileReviewer, and the traditional script, there should be a simple console based implemenatation that allows the user to simply accept or reject a newly received value.
If no interaction is possible (e.g. CI server), the output would still be useful, but the ReviewResult should always be a rejection.
