Ensure mlflow can be cleanly updated

1. Need to have a way to ensure the various places we declare the mlflow version (Dockerfile + pyproject.toml) are synced
2. Need to run mlflow db upgrade in the ansible playbook.
3. Documentation on how to run mlflow upgrades.

There's currently a security warning for the version we're using, so want to upgrade when we can.
