COPYING is GPL v3
meson.build has license : 'LGPL-3.0'
Most file headers have a license notice as recommended by GNU specifying what SPDX would call GPL-3.0-or-later.

Can you please clarify whether LGPLv3 (or later?) is intended to apply to any part of this library?
