Description

Currently admin and anonymous can't be deleted in the /apps/central/#/admin. It turns out that also "user" should not be deleted from the user list (gives nasty errors when trying to upload data/templates).

Reproduction steps

1. Go to https://emx2.dev.molgenis.org and login
2. Goto Admin (https://emx2.dev.molgenis.org/apps/central/#/admin
3. See that the user "user" can be deleted or disabled

Expected behaviour

Just like admin and anonymous also user should not have the deleted or disable option in /apps/central/#/admin
