Support for Pre-Commit Hooks

Hello!

I was reading up on using this tool as I want to test it against a few other tools as a pre-commit hook. I was looking through the README and couldn't find configuration for setting up a .pre-commit-config.yaml. I was looking through some of the repo and found some commit history from v1.46.0 that shows commands for setting up a pre-commit hook, but those files don't exist on main nor does the CHANGELOG have that change anymore since being removed in v1.30.0.

Does kingfisher currently support pre-commit hooks? If so, what is the best method to enable it in a .pre-commit-config.yaml file? If not, are there plans to re-introduce the functionality after the bugs are hashed out?

I will be adding official guidance and installation scripts for pre-commit hooks very, very soon.

I plan to incorporate pre-commit hooks and a .pre-commit-config.yaml into the next release. This will happen within next 10 days, at most.
