3. Levels of basic requirement and types of writing mode

3.1 Three levels

1. level 1: high priority
2. level 2: medium priority
3. level 3: low priority

3.2 Writing mode

1. left to right and top to bottom such as English,Chinese
2. Right to left and top to bottom such as Arabic, Uighur
3. Top to bottom and right to left such as Chinese Japanese
4. Top to bottom and left to right such as traditional Mongolian, Manchu, Xibe, Todu,
