In the list of required files for modules, mod_form.php is not listed

moodle-plugin-ci/src/PluginValidate/Requirements/ModuleRequirements.php

Moodle development Docs however identify this file as being required: https://moodledev.io/docs/4.5/apis/plugintypes/mod#mod_formphp---instance-createedit-form
