Improve the overview of all reports

A laundry list of various things that could be split into smaller issues. We have some clients who have hundreds of reports and it can be quite hard to see whats going on. Some ideas:

1. Format the list of reports using a table, so we can align the 'last run' 'access', 'actions'
2. Manage the folder open / closed state are user preferences so its spans across reloads and sessions
3. Add metadata around who created or last updated the report
4. Be able to deep link to / bookmark a report category page
