Add `hops` to `ANNOUNCE` (moq-lite)

The relay would take any announcement and add +1 to the hops.

With this in place, we could get rid of the gross primary/secondary split in cluster.rs. It would open the door for a CDN that scales better too, as we can control what nodes connect where instead of allowing global connections.
