Remove prettier exceptions from Jinja templates

#3959 added exceptions for 5 templates. It should be possible to refactor most of these templates, if not all, to remove exceptions.

#3991 added a few more in:

• pontoon/messaging/templates/messaging/emails/base.html
• pontoon/messaging/templates/messaging/emails/monthly_activity_summary.html
• pontoon/messaging/templates/messaging/emails/notification_digest.html

It's possible to fix 2/3 of these by moving all CSS to actual CSS files, and include them in the template.

The exception in base.html is necessary to avoid prettier moving the block extend directive out of <style>.

These are HTML email templates, which means <link rel="stylesheet" href="..."> will be ignored or stripped by many email clients (and can be blocked by privacy/security settings).

Not a link, include the CSS. I tested and it seems to work fine?
