Too much text removed in 4.1 cleanup?

Problem

During cleanup of 4.1 while preparing 5.0 there had been discussions whether a sentence (lines 3782-3) should be removed, see comment in https://github.com/mpi-forum/mpi-standard/pull/1074/files#r1980985313. The comments indicate that probably the sentenced should not have been removed, but it is now not included in 5.0.

The sentence is/was C&P from MPI_TESTSOME.

The other functions of the MPI_REQUEST_GET_STATUS* family never had such statement. If this is related to MPI_ERR_IN_STATUS, this statement should at least also appear for MPI_REQUEST_GET_STATUS_ALL.

The context here should come from Section 3.7.6 in MPI 5.0. This will be raised as a future errata ticket by @schulzm so people can review the context of what's going on.
