Right now we don't build on x86_64-pc-windows-msvc due to openssl in mumble-protocol.

We also build but don't run on WSL due to something with Alsa? Not much debugging has been done here.

Openssl can be vendored and libopus is in mingw.

Maybe https://lib.rs/crates/parity-tokio-ipc for ipc?
