Modifications and additions to support https://github.com/nasa-jpl/www/issues/32

• Adds a new BaseTag component
• Changes configuration of theme in Nuxt module (no longer automatically added, as it didn't provide enough flexibility)
• Revisions to stores to adapt to needs to https://github.com/nasa-jpl/www/issues/32

Instructions to test

1. make vue-storybook
2. Check out the following stories, and switch between EDU and default themes:
