Add in optional role-based permissions for interacting with Hawking

Ideally this would be a blacklist style permission, where users with this role wouldn't be allowed to interact with Hawking
Optionally there could be a whitelist style permission as well, where only users with the role could interact with Hawking

Maybe an admin whitelist as well? Or rather a server-owner subadmin whitelist? People that've added Hawking to their server probably shouldn't have access to reload_cogs and the like.
