Multilingual ontology support in BioPortal

Enhance BioPortal UI and API multilingual support.

• Ontology terms should be presented in English by default. However, if the ontology contains labels in other languages preferred by users, there should be an option for users to view these terms in their chosen language.
  Current behavior is documented here
• Provide ability for ontology admins to specify the natural language their ontologies have.

AgroPortal team has done a significant amount of work for multilingual support so BioPortal team needs to evaluate and integrate those enhancements
