Feature description

On August 10, 2023, HashiCorp announced a transition from MPL to BUSL in all of the new releases of their products. Since then, we have not updated the Terraform version that we use. We should switch to OpenTofu, a Terraform fork with an MPL license.

Value and/or benefit

We can keep up-to-date without getting into a restrictive license.

Given this is involves changing one of the project's major dependencies, we've opened an RFD to discuss it with the community.
