Describe the bug
Is there supposed to be a netlify.toml?

To Reproduce
Steps to reproduce the behavior:

look for a file named netlify.toml

Expected behavior
If a netlify.toml is required, i'd expect to see one, if one is not required, i'd expect not to see one.
