In theory it's possible avoid doing semantic static analysis in development mode except resolving constant types. In irgen we only need (resolved) types for const entities to generate runtime.Msg objects. Types of ports are only needed to ensure their type-safety.
This statement must be checked though - there could be places where we need types to implement overloading or something like that.
