Modify the deploy_agent.yml workflow to use the GitHub CLI along with some fancy Bash incantations to automatically look up the release version number and run id from the all_solutions.yml workflow, which are currently manual inputs to the deploy_agent.yml workflow.

Allow for manual override of those inputs
