Update .NET intallation docs to include additional Azure options #2815

Updating https://docs.newrelic.com/install/dotnet

Options in "Update the Azure Web Apps" should include:

Web App Windows container - "Windows Container"
Web App Linux container - "Linux Container"

Updates:

Update the Azure Web Apps > "Use NuGet For .NET Core" to "Use NuGet For .NET Core (Windows and Linux)"

Ensure:

All options have working links to expand to the proper section.

Windows Container

Use basic container from ASP.NET Core template in Visual Studio
Use existing container install docs as basis

Linux Container

Debian only
Use basic container from ASP.NET Core template in Visual Studio
Use existing container install docs as basis
