Allow for creation of New Relic APM applications

Currently we are able to configure New Relic applications via the dev toolkit but we don't have the ability to create a New Relic application.
In our deployment process we deploy a new service, and subsequently configure the application, but our first deployments always fail since we need to wait for New Relic to detect the application.

It would be great if we could create the New Relic application ourselves e.g via terraform.
