[UX] Change "Confirm Password" to "Enter your password" when creating new admin account

I spent over an hour breaking my head on why I couldn’t create an account. I would fill in the details and then when I click submit, I see “confirm password” so I would enter the new users password.

I decided to create a non-admin user and didn’t need to confirm password which is when it hit me that it wasn’t the new users password that needed to be double entered, it was just the admins.
But wait, when I make the user an admin through the user management edit, nextcloud doesn’t ask me for a password.

Please improve the UX to state “Enter your password” instead of “Confirm password.” Also might want to prompt for password so that I can’t add an account to the admin group without a password prompt after creating them.

The re-authentication request on sensitive transactions is every 30 minutes IIRC.
