Allow automated/bot user accounts

We would like to add an account for automatic submission in the future. There is a shared university owned mailbox account at our DCC, that is not tied to any particular user, which is perfect for the automatic submission. However, the credentials cannot be verified via our university SSO since it is not tied to a user which creates a conflict when logging onto Globus.
