According to this post:

We expect to begin offering Arm runners for open source and personal accounts by the end of the year.

We should be able to use it in the near future.

It is ready: https://github.blog/changelog/2025-01-16-linux-arm64-hosted-runners-now-available-for-free-in-public-repositories-public-preview/, we can do the migration now.
