Avoid large margin for nested lists in rich text

At the moment there is no distinction between the margin of lists that follow or precede a paragraph, and lists nested inside a list. This is the case for both Ordered List and Unordered List.

Nested lists should either have no or a smaller margin-block, and this should be configurable with design tokens.
