Mobius: Webster tenant importer did not complete

The Webster tenant's importer is ~28 GB, so we had to upload it to the server before they could import it. We have already uploaded it to the server and the importer was ready to run. The Mobius team ran it, but it does not appear to be successful. The status say 'Pending' but the jobs look like they completed. In addition, the files did not attach to the works. (Example)

Acceptance Criteria

• Data from the Webster Importer is successfully uploaded

Update:

Kirk updated the Bulkrax submodule and I tested an import with that. The import failed
