This is exceedingly difficult to summarise :p

Intended workflow:

Open "level for user", i.e. Level X for User Y
click on one of the pending requirements
brings up a modal to add a qualification in that item, defaulting to the logged in user as supervisor and today's date

Should also add tooltips/keys to the tick/hourglass icongraphy as its not immeditally clear.
