Documentation and Debug Enhancements

The tool works great once you get it going, but there are a few areas that I think would really help reduce the time to implement.

• Note the RBAC or access policies required for Azure (I can provide RBAC, it requires a custom role)
• If possible, have the debug logs note which permissions are missing
• When used in GitHub actions, there is no output whatsoever, maybe a config thing? Would be very helpful to have the same CLI output (ubuntu 24.04 on GH vs Windows 11 on local for reference)

The final item seems to be an issue only when there are no matching files on the CLI, so once this issue is resolved that should not be an issue. Perhaps an output of "File not found" or something similar.

Documentation should also describe different exit codes, if any.
